I think technology had a large importance in world war 1, but warfare couldn't be as mobile and coordinated as in World War2 because no one had invented any radio (Ships had radios, but those weighted more than a hundred kilos). So the lack of radio hindered support from artilley, it deleyed the call for reinforcements for an attacking army, and it gave the enemy time to dig in and to launch counterattacks. So things were biased in favour of the defenders in the first war, and before the invention of the tank it was impossible to get trough barbed wire.. one could of course throw it up into the air by letting big guns bombard the area with high explosives but then those nasty wire pieces would just land somewhere else and block the road in an other place instead.
