  1. He had a small country he tried to keep out of a war. He also seem to have trying to minimize Hitlers genocidal policies impact on his country by refusing to send away jews to Germany to be killed inside gas chambers. And his forced labor projects imposed on Bulgarias jews was an excuse to not send the jews away to Germany to be killed. So if we are to judge him harshly, then I wonder what the better alternative would have been realisticly speaking? Saying no to Hitler and get invaded, and then have Eichmann decide the fate of all the Bulgarian jews instead? If thats the alternative, then all of Bulgarias jews would have died - which is much more than 11.000.
