I agree. I also believe that the russian volunteer corps is an organisation used by Ukraine inside Russia, because if Ukrainian troops were used instead, then would Putin try to manufacture fake videos about atrocities made by Ukrainian troops. And all this would be used to justify warcrimes made by russia. And they will say: "Hey look at this russian village those evil Ukrainians destroyed, that totally justify us destroying Mariupol and killing 200.000 civilians. This proves that the Ukrainians are equally bad as us, and even worse". But since this military unit are made up of russians its not so easy to make that narrative from russia.

As Anders says do it take time to organise counter-operation by the police against the terrorists. Maybe not all people are there on the station that night and ready for a strike. And even if you manage to assemble a large number of police men you will have to give them right equipment for dealing with heavily armed terrorists. And then you have to try to figure out where the terrorists are so you can plan a counter-move, and with all the phone calls coming in non-stop its perhaps hard to get a good big picture and organise a plan to defeat the terrorists. During the mass shooting at Las Vegas was it hard to locate the gun man, and it took a long time to get police men up to the floor where he was. And only after over an hour after the attack started had passed did they finally go into the room of the mass shooter and found him dead on the floor after having commited suicide. So this police work might not be that impressive from a respons time point of view. But to their defence, one could say that I think it is dangerous and suicidal to attack terrorists with a hand gun against men with assault rifles. And dangerous and almost suicidal to fight against them while being outnumbered. A single cop cannot take on a dozen terrorists, or an unknown number that might perhaps be even higher.

@morstyrannis1951 That might be the case, but I would still not be surprised if it takes 20 minutes before any police could arrive at the crime scene for the reasons I mentioned.
