According to Mark Kurlansky did Venice attribute their success to their salt trade policies. *"Venetian exporters were required to bring back salt when they returned to Venice, for which they were paid a subsidy. Salt was then resold by the Republic at a profit. According to Kurlansky, salt accounted for nearly 50% of Venetian imports between the 14th and 16th centuries."* https://onlinelibrary.wiley.com/doi/pdf/10.1111/j.1524-6175.2002.01091.x So their government anti-free market subsidy helped Venice to become one of the greatest trading empires during the middle ages. Because it allowed trade ships to go out and buy salt from other towns to secure the salt supply of Venice, and meanwhile did the traders also bring with them other type of goods from other towns so that Venice became the great trade center of Europe. So trade grew thanks to this salt subsidy, and as more trade was done, then more ships were built, and the more ships Venice had then the more powerful navy their naval power became.
