  3.  @thrisbt1  Then they would NEVER be arrested for their crimes. They certainly won't arrest themselves. I don't agree with paying people for what they are already morally and socially obligated to do.... namely, obey the law. I also don't agree with paying parents to take care of their own children, or dog owners to walk their dogs, or kids to go outside to play, etc..
