The Justice Department/ FBI are not capable of investigating the lack of security in such matters. How do we know this? Consider the number and scope of the leaks that occur regularly from federal agencies seemingly for political purposes. We should also consider the Justice Department/FBI's reticence to do anything to stop the ongoing problem or identify sources of the leaks as telling. The word complicit seems to present itself rather clearly. If the current administration wants to question people's distrust of the federal government, I suggest that the reasons are very close to their own people and actions.... or lack thereof.
