The word ARMS mean all weapons and armor that can be used both offensively and defensively period. The second amendment explicitly states SHALL NOT BE INFRINGED Therefore the right cannot legally be taken away,limited, removed,changed,altered whatsoever period. The 14th amendment section 1 itself prohibits Congress, the judicial branch, and executive branch from doing so whatsoever period,as well as article 4 section 2 paragraph 1 and the 10th amendment nor prohibited by it (the Constitution) to the states clause.
