  1. There is an answer to refilling Lake Powell: water transfer systems from regions not water-challenged. What do I mean by water transfer systems? If America's roads and railway systems were re-designed with piping under the tracks and ashphalt, water could be sent to regions plagued by drought. There are extreme weather events that bring millions of liters of water to a particular city, that water could be sent out west to Lake Powell. Does everyone see what I mean? The Romans had acquaducts; America could make its roads and rail lines serve a double purpose.
