In times of war there is scant evidence that sanctions have any effect, so why use them? I think that diplomats need diplomatic tools to show their displeasure at their opposing sparring partners and sanctions are a politician's way of saying "stop, you are wrong. You are breaking international law". Diplomats can't send a tank over to the opposing side or have a gun ship spray them with machine gun fire. With the sanctions they are saying to the international community that such and such country has committed a serious error. Everyone knows they are mainly symbolic and when they don't work, then countires send arms or weapons and the sanctions take a different form; they become boots othe ground on the battlefield.
