Putin won't use nuclear weapons because he knows that if takes out Kiev with a nuke, Moscou or Saint Petersberg would be toast. No; what Putin's plan is in my opinion is to get the USA or NATO troops to cross into Ukraine. Then he can declare it a continental conflict. This is his ace-in-the-hole: WW III. He cannot survive much longer unless he tricks his adversaries into coming into Ukraine. He's not keeping those poor people in Marsupol trapped in the theater's basement for nothing. He's doing everything he can to get a NATO commader to make a bavure.
