People who will use guns on other people can only be dealt with by having people with equal firepower standing guard. The downside is that it looks bad; the upside is that a lot of jobs will open up. People will also not be so afraid to go out anymore. That's only phase one. New ideas will come. We've got to make sure gunmen have to go through a maze to get to their next multiple victims event and if they do make it through, someone will be waiting there to stop them.
