A child should be at a certain level when they GET to school even in preschool or kindergarten, I seriously doubt these kids were at that level, or even at that level not. When kids misbehave CONSTATNLY and almost all of them do, what the heck is a school supposed to do. They should yank in ALL the parents of these kids, the mothers...FIND the fathers, and arrest all of them. IF anyone is to blame THEY ARE.
