Not only that but the tower is charted on aeronautical charts, it’s the responsibility of the pilot to review those charts. There aren’t any FAA regulations that “require” lighting on a tower. FAA publications standardize lighting so the owner can properly light obstructions if they so choose. 99% of the time they will light them because insurance companies will refuse to insure them if not lit. After the tower is lit if a light burns out many times the owner or responsible party will request a Notice to Airmen or NOTAM so pilots will know the obstruction is not lit. It is the responsibility of the pilot to review NOTAMS along their flight path. Many times NOTAMS will get extended for months before the lighting is fixed.
