  7. The biggest problem with salvage in the US is the USCG unified command. They have very little experience in salvage. In any other country in the world you have one representative from the government who is there in an information passing role. Sadly in the US unified command has up to 100 people with very little knowledge slowing down and hampering the salvage efforts. Until this changes salvage will always be slow and expensive. One unified command person had a note book with port = left and starboard = right written in it.
