  10.  REVELATION_1_7  When a person has karma he is illusioned, he lives in the world of countless relativities, which includes relative good & bad and projections thereof. Having arrived in the human form of body one can quit the world of illusion (which reside in the mind) and get clear the Supreme, Krishna. When one does that one also realises the true, eternal self and is liberated. Otherwise one will get next temporary bodies again & again, until one has learned. The book Bhagavad-Gita As It Is explains it all very nicely.

And they also have the opportunity to improve their lives, once again having reached a human form of body and coming to the conclusion material life is useless. What type of bodies they did get is up to God. God supplies all temporary bodies in the material universe.

To try to play God oneself is the only dangerous mentality. If you don't mind getting the body of a cockroach there's no problem for you. But mostly people don't like it and won't choose for it when they have the choice.
