  1. Boris must think voters are goldfish. Every single time he promises new money to a public service, one of the following things is happening: (a) - the money was already allocated, and he's just taking credit for somebody else's work. (b) - the money is only just enough to cover an existing hole in their finances. (c) - the money is only being given as a campaign-style bribe to the electorate. (d) - every single one of the above statements is simultaneously true.
