Maybe he was against it, but nonetheless approved it. Not that he opposed it on moral grounds, ofc, he only wanted to retain a few in order to conduct operations against the Soviet Union (and despite agreeing to the operation, he retained some Soviet Expats anyways). Churchill was a moral reprobate and this is clear to anyone who knows his story. Though, at least the British never brutalized their own soldiers like the Soviets did, but that isn’t exactly a high bar.
P.S. Most of the supposed "Mass atrocities" of the Spanish and Portuguese are myths. The Spanish Black Legend was continent-wide defamation of Spain (and to a lesser extent, Portugal) They tried it with France, Germany, and Imperial Russia too, but never achieved it to the same degree as they did with Spain.
