The answer is simple the US to include is military, Navy, states and federal government need to develop the system.

More or less that is what it does. The act could be reformed to allow such things as limited contracts and so on.

@Bigweave74 That would be one of the large risks. Limited contracts that allowed favourite countries shipping industries to work internal US water ways could be an option the risk is once laws and practises are relaxed just a little bit there could be a slippery slope.

That is all changing with the industrial buildout. The Jones act will need to be modified to give a start to the water ways.

No need to get rid of it just reform it. Bring in the unions as part of the process and also ensure that it is a slow well thought out process and not rushed.

No jones act and the water ways would be dominated by the Chinese.

They only need minor reforms nothing special and also a desire to build out the system. If anybody believes allowing foreign government sponsored transport to dominate US waterways will benefit the US economy then they are naive

@TalonAshlar That is what the currents Jones act does. Now there could be a system were the government authorities/department gives special clearance certs but beware of that as different administrations could apply that differently.

Imagine there was no Jones act now imagine what China and Russia would be doing to that network.
