I would have placed huge tanks in the garden ground (at least two) that keep the water cooler. They are getting _now_16 inches, that could get worse. And / or rain coming more erratic. Still the 16 inches but it is draughts followed by torrential rains, that are lost as runoff. I also hope they plan on mulching. the extra costs of the pump compared to all the steel beams ....
In Utah there should not be any problems with slugs. Mulching drastically reduces evaporation. The beds could do with some outside light colored pain (lime maybe) to reflect the sun more, raised beds tend to get hotter.
Underground tanks also does not reduce surface space (lawn, seating area, even beds if one does not have plants with strong roots).
One cannot grow a tree at that space, or place a pool there, but else it si useable. They would have a mess once. And of course they would win eart / dirt as mateira and could put that to good use.
Sowing a robust lawn on it, or more meadow grass with wildflowers - or bed with plants that are not demanding.
Underground tanks would keep the water cooler, avoids ALL structural problems, and would be run by a pump. From videos suggested by youtube I assume they already harvest solar i energy. when the pump runs, the energy is abundant as well.
It can lead to problems if you have a longer loss of power or the pump fails while they are absent for longer. On the other hand there could be some problems with the very heavy system up in the air, too - think 20 years ahead.
