Exactely, I remember that intervew and that it was related to a hurricane. He saw the water filled bags online, there was time to plan because weather forcase followed Harvey for quite some time and did not know where the storm would make his landfall. I wonder if it would work on a large scale they would need a LOT of drinking water to fill up the bags. I am sure no one made fun of thim.
