If he is challenged (reporters, in townhalls) he does not have the mental agility to respond: it could be a filibuster, a soundbite, a deflection, a good response, a joke - even a heartfelt response or asking the person a question back - whatever politicians do in such situations. - he resorts to being rude, aggressive in his body language, to tell them voting for Trump, to insults.
I saw him do it also to people that were polite and had legitimate questions. An activist that cycled accross America (well known) who asked him why he did not support the Green New Deal.
he also said he would vote in the primary for Sanders (I think Biden asked him about it). but in the general he would vote for Biden if he was the nominee.
Biden got in his space, grabbed his lapes. The activist stood his ground and he remained polite.
Now that could be the normal Biden when he does do folksy nice guy. - Or he is helpless, cannot respond nor can he defend his position - but he still has the instinct not to lose. So insults and aggression.
Which would also be a sign of declining abilites.

Recently he started telling those tales from 1988 again, late 2019 or early 2020. It is as if he forgets that he already distanced himself from it. Plus the Nelson Mandela arrest story. How he was arrested when he tried to visit Nelson Mandela.
The ambassador that was with him said no: not true, they were held up, but not arrested.
And WHY does he tell that story in the first place, how is that relevant ? It is not a narrative that makes Biden remarkable (or was it another attempt to have a heroic I helped black people story ? It is not as if he risked something. ) And it has no relevance for U.S. voters now.
If he had saved drowning kids in France back in the day he might tell the tale, but he has nothing like that to brag about.
Biden is stupid if he thinks he can get away with it in the age of the internet. Either he does not grasp how fact checking works in the age of the internet (then he is not grasping how the world works and should not be president).
It used to be that Corporate media could prevent such stories from being reported (not even in 1988 that protection did not work) - but now the citizens can spread the information.
Or it is not even a lie, it is another sign of his decline.
If you have an elderly relative that rambles on, loses the train of thought, mixes up names, has short brain fog incidents when more is going on and embellishes stories from the glory days - that is all harmless.
It is not all dementia, or worse Alzheimer's. he may still have his personality, live a nice life, and someone else does the driving and programs the TV and resets his smartphone, when he messes it up.
But he has no business being the president.
Nor would he stand a chance against Trump (which is also in decline but copes differently). I see not much difference compared to 2016 (as stupid as always) but he took out the Republican field and some heavy weights.
Biden is no match for him.
