  1. there is the problem, police would freak out if only "week" would become legal. Also prosecutors. Most build a political career and for that they need "convictions". Weed provides a lot of those.

  2. normally police cannot search your vehicle. The claim "I smelled marijuana" creates probable cause. Then they call the dog team. The dog can be made to give an alert (or react to subconscious signal, the animals wants to please its human). - Even if they find nothing, they can seize money and valuables (also w/o probable cause). It is also a great way of legally harrassing citizens that the police does not like. Hey the dog gave the alert, what could we do ? Or I did smell weed ....
