Then the politicians must do their bidding (with publicly funded campaigns even) - after all at some point they MUST look for a new job (even if they and the voters ! would like it to be otherwise). Meanwhile people in their age group have built their careers. - Politicians that work for The People will step on toes of rich and powerful people. At some time they will be out of a job - and on the blacklist of many industries. grassroots campaigns take intense work and it is often not the firs run that succeeds. (Sanders became mayor at age 41 - he spent the time before between 1971 - 1979 with trying to get elected Senate and Governor races - never more than a few percent). Had to work odd jobs at the side of course.) So they will be tempted to play nice with the party leadership (and their organisation). The party will of course hijack unions, NGO's, .... So that it is hard to get ahead w/o the party machine. The U.S. system is the most corrupt - but the politicians in other democracies also pay undue attention to rich people and industry leaders. It is almost as bad as in the U.S. - and THAT is the reason. Biz Biz only needs to "get" the top of the party. Some politicians like the job, are a good fit for it, and want to serve the voters. In rare cases they annoy the heck out of the party leadership because they do their own thing and are so well connected to the base that they can afford to - they are rare, but they do exist. and they are the potential for renewal. Sanders, or Corbyn in the U.K. for instance. I also know a few such types in German politics. - And the party establishment cannot get rid of them. Term limits would get rid of those people - and the other shills are easy to replace. .... it gives the party leadership much more power. They can prop up candidates and provide the needed name recognition. In many countries the office where ONE person has a lot of power has term limits - but not a body of representatives like a parliament or Senate.
