  1. A city is not only a place for businesses. It must also work for the citizens. And if New York is buzzing with companies and jobs (incl. well paying jobs) they do not need MORE jobs. They need to make sure they can take care of the workers / families / consumers / children / patients / elderly / commuters / renters / homeless that they already have got. They have major problems with that as is. They do not need MORE jobs especially not at extortion prices. Sidenote: the retail shops and smaller companies that pay their taxes (federal and local) will be thrilled to pay for the competition that puts them out of business and is propped up with massive advantages. (the government picking winners and losers). And New York certainly do not need people displaced in one of the few "affordable" housing areas still left in the city (affordable is relative). They would have needed to pay (bribe) Amazon with expenditures of 500 million USD (or even more). the 3 billion were not all tax cuts. Those "out of pocket" investments would have been made right away (with borrowed money and interest) on a promise only. meanwhile they cannot find the money for the schools, public housing and the upgrades for the public tranportation which is falling apart (those funds have been raided for other expenditures). The promise of Amazon in exchange for the upfront gift of 500 million USD: That Amazon would hire 25,000 people (or 20k or whatever number - no one ever does a follow up on these promises anyway) over the course of several years. Of course only if Amazon does not decide in a few years to walk away and extort another community for even better bribes.

"Melting away meekly" ?? - Amazon had put an ultimatum to the city (unions) - and they were not really that eager regarding New York (especially since VA was selling out to them anyway - Bezoes had bought real estate so he absolutely WANTED to be there - in the REGION). Because of all the publicity - and because New York does not really NEED the jobs - the politicians (de Blasio, Cuomo) could not roll over for them. So Amazon shocked them by just walking away.
