  1. that's the beauty of "small" government and an EPA where the people working there do not know from one election season to the next if they are going to have a job - so they damn sure do not want to annoy "influental" people. They might go after the odd small business but they certainly leave the big guys alone. And it shows benefits of the 2 party system. The donors buy both parties - either they get commited zealous Republicans or spineless money chasing traiterous (to their constiuency, not to the donors !) Democrats. Either way - the win. The Dems have an important role to play in the facade of "democracy": they reach the part of the population that is not Republican voter material. They have to keep the Progressives (or people looking after the well-being of low-income folks, or the environment) away from any influence - that would cut into the profits of the donors. If the Dems would ever find themselves in the position of having a super majority they would be really in trouble. - Right now they intentionally do not use the leverage they have (Chuck Schumer could have prevented the bill for Wallstreet deregulation going foward. He chose not to. And THEN he "voted against" it. When it was a lost cause for sure. 16 Dems were openly joining the Republicans in that vote. But the donors will forgive the Dems "voting against" it - provided they Dems make sure that vote remains meaningless. The donors understand that the Dems have to maintain appearances - that is after all necessary in their role as sheepdogs for the upper class and the haves.
