One of the cost savers is that everybody is IN the system. people WILL be treated - the question is only if the providers get paid. If everyone has easy access to coverage than the hospitals get the bills paid, no hassle, no loss of money. It is easy, people walk in, show their insurance card. That means FULL coverage, doctors can concentrate on the medical side.
