  2. They can't help giving the masses something, but their knee jerk reaction is to make it conditional, a hassle. They do the same for small biz programs, or in 2009. Lots of money, fast, no strings attached - that is only for the big donors. If it is pulled off in a matter of fact manner, and w/o hassle the peasants could be getting ideas. As for the checks They could have taxed back the money later if they "fear" people that do not need it get the 2000, it would be practical - but they would rather means test now and create a hassle.
