just saw a video of Sanders "declaring victory at a press conference in New Hampshire. Tom Perez now calls for a recount of Iowa. That must be breaking news because Sanders did not even know if he intends to have a full recount or only of the satellite caucus site - where the Sanders campaign did very well and it boosted their numbers. It had always been the expectation that Sanders would do even better the more precincts were included in the numbers the DNC published. Sanders does not seem overly concerned whether or not they will have one, even though he thinks it would logical to do the whole state. So yes the Unity Reform Commission (after the 2016 primary, and also considering the complaints about Iowa 2016) had proposed to have those numbers ALSO REPORTED, and it is a good thing they changed that - because it offers Sanders now the chance to push back against the media narrative and the premature Pete victory laps. The Sanders people on that Reform Commission also fought hard to get rid of Superdelegates (that was a partial success, only in the first round if a candidate gets 50 %) and they fought to get more data reported on the complicated Iowa caucus process.

Sanders just now Feb 6th: we won the popular vote with 6000 votes in the first round and 2,500 after realignment. A mild jab against mainstream media: the SDE that they pontificate about (the only metric where Buttigieg ever ! had a lead) have become much less important, that was another important part of the reform.

The State Delegate Equivalent is important for electing the party chair or for changing rules of the Iowa party, but what counts in the primary, for all campaigns and for the whole country are the NATIONAL DELEGATES. As things are now both Sanders and Buttigieg campaign will get 11 of these National Delegates. Regarding the SED count: with the latest results in (incl. satellite caucus locations) and 3 % of precincts missing Sanders might even be set up to beat Buttigies on that metric or stay an inch behind. It does not really matter, they have the popular vote locked down and tie pete on the National Delegate count. Sanders points out that it was a 8 candidate race (with several very competitive candidates), 180,000 Iowans participated, and they got 6,000 resp. 2,500 votes more - that is a victory.
