  1. They are told to keep the caller on the line until the police or paramedics arrive, and so they have to keep talking. I feel sorry for them because they always seem incompetent. The insistence on CPR is what they've been told to say - just in case. They don't seem very bright. If my job were to be answering calls from distraught people all day, I would just panic.
