  1. i wouldn’t directly say DRUGS are the problem, there was a level of neglect already involved here for this to take place, also the level of intoxication matters , a tiny hit of marijuana or a single beer wouldn’t cause this kind of incompetence. They were clearly intoxicated beyond a point of any sense, with these substances. There eenlies the problem as-well as having the children with them while partaking in such activities! No words irregardless to explain this!
