well one thing, if the universe is 13 billion years old, and earth is 4 billion years old, that's a third of ALL time just to get one civilisation. and so far we've only lasted a few million of those years tops, and only a few hundred with tech to get to space.
second thing, it's taken quite a few DISASTERS to result in humans, there must be a list as long as my arm of things required for humans to appear and thrive, if this is true of most / all life, then i imagine it's quite rare. and as someone pointed out, dolphins are super intelligent, but they will never make anything electric, there must be factors like that to take into consideration, maybe there are incredibly intelligent aliens out there, who can't get into space, or even invent the radio....
