  4. damned if you do, damned if you don't. if you chase and someone gets hurt - you're in trouble, if you don't chase and someone gets hurt - you're in trouble. as someone else said in comments, once you fail to stop when warned then they should be charged with EVERY incident after, including anything caused by cops. if you want the police to stop these folks, you have to let the police stop these folks and - within reason - not penalise the cops for doing what they are asked at great risk.
