have people still not learned, the reason they let these chases go on is because you end up in precisely this situation, where citizens are in the line of fire, when the police end these chases they don't surround the perp cos they don't want to be shooting each other - it's been a year since i watched a police chase and folks still don't understand what's going on. and why haven't they got armored police vehicles like phoenix PD have, basically they are bullet proof with grapples that just stop things dead. maybe the door panels is bent - another reason cops don't ram folks, they can't get out of the vehicle, never minds returning a stolen car - in pieces.
