  1. I didn't do any research, but what about increasing or decreasing wind speed with a constant gradient. Of 1000 similar waves in line, some will overtake others. In rare cases an amount of separate waves might add up to a large one. Depending on the depth of the area, such a large wave might maintain it's strength for a while.
