I suspect the water pipes in Russia are not buried deep enough in the ground. Plus Canadians know to turn off all outside water taps ,put a polystyrene cover on theoutside tap; leave the cupboard door open to the water taps which will enable the heat from the homes to enter or a light bulb can be placed in there and to leave cold water dripping to prevent freezing of water pipes.
