  2. Canada has the Temporary Foreign Worker Program (TFWP) allows employers to hire foreign workers to fill temporary labour and skill shortages. A friend of mine need workers for his farm, he went to homeless camps and offered $13.00 an hour but all refused. He now brings workers from South America on the TEWP, provides housing for them, those workers stay and work until the season is over and then return, this helps this worker to support his family in South America. Canada had the Old Age Pension since 1927, which was a small amount paid to those age 65 and over. Canada created the Canadian Pension Plan in the 1965 which is funded by the contributions of employees, employers and self-employed. Only they based it on the family size or number of children to continue, but the baby boomers didn't have the number of children their parents did. By the mid 1970's Canada informed those in their twenties that their benefits from the Canadian Pension was not going to be enough to live on, therefore they needed to invest in private pension savings. They have been saying for while now Canada needs immigrants to work and pay into Canada Pension Plan or there will not be enough funds to pay pensioners.
