Russia has laws that do not allow extradition of it's citizens to another country, but if Russia were defeated there is a chance if it was part of a peace treaty. Mean while they can't travel to 124 countries that signed the Rome State, although the US didn't sign it, the US has extradition treaty with 116 countries, therefore could detain them for extradition.

  7. I was told it is was considered unconstitutional as it would interfere in the judicial power of the United States of US citizens who committed crimes within the US. If that information I was told was incorrect, please correct this. The US has extradition treaties to 116 countries including the Netherlands, the location of Hague, therefore it is likely if these Russians were to travel to the US they would be extradited.
