I think it's more similar to pre-IDE days on PC, where you had to enter the drive geometry in the setup, as there was no autodetection. Furthermore, the setup program was not built into the BIOS. Yes, this is working backwards decades past the Open Firmware systems that allowed to swap hardware between different architectures such as PowerPC Macs and Sun SPARCs, a heritage Linux now uses to compensate for the mess of custom ARM systems.

Supply flexibility. If you only need e.g. standard ONFI Flash, no controllers, it's easier to make storage modules by demand or opportunity. Of course, that didn't require making the controller need separate configuration.
