DMCA was designed to sanctify "protection" measures (in real world, corporate sabotage to prevent use, whether legitimate or not). That aspect is only applicable if there's something copyrighted for those measures to "protect" (break). The API covers variables that are neither copyrightable nor belonging to Mazda. Even the DMCA has specific exemptions for exactly these two: Protection of Personally Identifying Information (meaning Mazda has no right to the variables) and Reverse Engineering (covering not only decoding the network API but also the apps if necessary, for the purposes of interoperability, in this case with Home Assistant).

It seemed a lot worse than that last time I examined it. The certification is "I represent someone who holds a copyright", not that the claim in question even relates to that copyright, let alone a violation.

Don't know, but it's certainly EFF territory. Though I don't know if they care about their purpose anymore, considering their enthusiastic witch hunt on RMS ran entirely counter to that.
