Day fines are very useful, but they have to be relative too. This sounds like they're applying a corporate chain sized fine to a pensioner. The purpose is to encourage timely response in fixing the issue. Fines should be high enough to outweigh any benefits of ignoring them, and low enough to not destroy viability. This is similar to how the death penalty is counterproductive; you get people for whom the threat is getting caught, and any escalation is preferable. On the second point, that certainly isn't his violation in that case; it could only make sense to hold him responsible for unreasonable delay in the cleanup, but whoever made the mess is responsible for the costs of the cleanup to begin with. At least in a somewhat sane society...
