  1. The second group of cities are literally 'Cities of Military Glory'. 'Hero Cities' were awarded the title during the Soviet time. In 2005-6 the Russian-Federation passed a law to award a similar title to other cities in Russia and, now, also in Russian occupied territories (Mariupol and Melitopol were both given the title). So the main difference seems to be the when the honor was conferred (before or after USSR breakup) and has to do with the RF's sort of playing up the 'Great Patriotic War'...though also of course when the law was passed was about the time a lot of their 'Greatest Generation' who had survived were passing on.
