  2. @grisall Reagan actually negotiated with Gorbachev, visited Moscow, and invited Gorby to the White House. All while the USSR was still in Afghanistan and we were funding the Mujahedeen. Likewise Kennedy negotiated with Khrushchev and pulled our missiles out of Turkey plus agreed to try to stop color revolutioning and/or killing Castro. IOW they prepared for war but also sought peace.
