  1. San Diego has had a quite effective 'wall', meaning a triple layered, illuminated 20-30ft high chain link fence, since the late 1990s. Built by the Clinton admin btw. It is quite effective, cutting illegal land crossings by 95%. IOW they've had it good until now.
