  2. Blackouts weren't avoided, and the 'heat wave' wasn't record breaking. We had a rather cold summer in California.

  3.  @DemPilafian  There were no ordered rolling blackouts but there were heat (and thus demand) caused blackouts, for example in the Sacramento area around 7 September. Look it up!
