  4. @Citizen_Amuro That was 1994. They were constitutionally neutral. They were a member of the Commonwealth of Independent States. They accepted Crimea as being autonomous. Of the years the Ukraine has become more threatening, more anti-Russian, more centralized. And this all before 2014.
