  2. "...don't have the moral high ground", so true. But their response, I don't find it so disproportionate, I find it rather insignificant - but they probably didn't have better options. In their new "Hazelnut" missile they "tested" on the city of Dnipro there's nothing new they have done for years, except that the missile allegedly, so far, hasn't been developed for a conventional payload. It's meant to scare Western voters who do not know that relatively it isn't more scary.
