The problem is that enemy troops occupy positions in residential buildings, and civilians cannot always be evacuated. Enemy troops have no choice - their task is to defend the city in defensive positions. They cannot but occupy positions in residential development. During the five months of the special operation, more civilians were killed by Russian artillery fire than in the previous 8 years by Ukrainian artillery fire. Secondly, Ukraine is also firing at settlements that are occupied by Russians. For example, in Izyum, 70% of the destruction was inflicted by Ukrainian troops, including with the use of cluster munitions. Russia has not used cluster munitions against civilians.
