Putin agrees to negotiate. Ukraine does not agree, because Russia still controls some territories. And Russia will insist on taking these territories. Therefore, Ukraine wants to wait for Western help and recapture these territories. On the other hand, Putin wants to prevent the expansion of NATO, so Putin's goal is either to seize the whole of Ukraine, or to guarantee neutrality. The second one can just be obtained in negotiations. But Ukraine will not go for it.

@mawla3836 I live in Russia and I know better than you - Russia is a technologically backward country that does not develop technology itself. From the point of view of the economy - in Russia, private business and the state are merged into one. Enterprises registered with the state belong to oligarch shareholders. And enterprises are financed by oil and gas. Lack of competition, corruption in the public sector and monopolism lead to inefficiency and lack of growth. Russia is a gas station country that does not produce anything by itself. We don't even produce milk ourselves - France supplies us with sterilized cardboard in which we pack our milk. We extract oil and gas, sell it and buy imports. This is about how the economy of the colonized countries worked in the 19th century. Russia without oil and gas is a wasteland.

The problem here is that both sides are not yet satisfied with what they can get from the negotiations. The March conditions were impossible for both sides. In the upcoming negotiations, the side that wins the war will win. And judging by the last months, it will not be a victory on the battlefield. Now there is a positional war of attrition. In at least a few months, the war in Ukraine should end. Russia is fighting without conscripts and mobilization and missed the opportunity to announce it. To declare mobilization now is suicide, because fresh troops will arrive at the front in at least half a year. Thus, fresh Russian reinforcements will meet with Ukrainian troops, who will already have extensive combat experience. The military industry does not work because of the sanctions. The whole world helps Ukraine with weapons. We draw conclusions.
