You are talking about Budapest Memorandum where Ukraine gave up Soviet nuclear weapons to Russia in exchange of security guarantees and you are saying that Russia violated it. First of all I recommend you to hire a lawyer, because there are THREE major arguments why it is not the case - 1) Ukraine DIDN'T signed this document. So, you are blaming Russia that Russia didn't acomplished a NON-EXISTANT deal. There was no Budapest Memorandum, Ukraine didn't signed it, and Ukraine in fact had no choise but to give up nuclear weapons because all computer systems to operate this weapons are in Russia, so in Ukrainian hands this nukes were useless metall which needs lots of money to operate. 2) As a lawyer I can say that Memorandum is in fact an "intention". Ukraine, Russia and USA have proclaimed the INTENTION that Ukraine will give its nukes for security. You don't have any commitments for intention, so Russia didn't violated any rules of this deal, because "memorandum" by definition means "intention" with no need to acomplish this deal, and Ukraine even didn't signed it. 3) Ukraine violated Budapest Memorandum first by becoming non-neutral state, so what Russia to blame? It were Ukrainian oligarchs, Ukrainian economic elites who with help of USA made a coup in Ukraine in 2014. You are blaming Russia in the deal that Ukraine violated first, that Ukraine didn't signed at all and deal that was not a deal at all, it was proclaimation of intention. As a lawyer I can say that in court you will be completely destroyed
