As a Russian I would say that in 24 years there was no one who could compete with Putin. In late 90s Russian economy was in bad shape, and both communists and liberals didn't had any approval or trust from Russian people. Russian people hated communists after 70 years of socialism, and Russians didn't wanted communism back. But also Russians hated liberals after economic collapse of 90s. So, in late 90s there was a political vacuum in Russia, and people didn't knew for who vote. And after 90s there was a demand in society for strong state. And so this is how Putin was elected in 2000, he was a Russian security services chief, and Russian police and security services came to power in country with him with strong demand of society.
In 1993 in Russia there was a conflict between communists and liberals for the Constitution of new Russia. Communists wanted the old Soviet Constitution to stay, while liberals wanted to make a new constitution for new non-communist state. Boris Yeltsin ended this conflict by shooting parlament with communists from tank cannons, so Yeltsin and liberals won. So, historically, even 7 years before Putin came to power, Russia became a state where parlament was afraid of president will and in Russian liberal Constitution president received huge abilities, 7 years before Putin came to power. In Russian Constitution of 1993 president was a person who decides the politics of state and rules the parlament. So, in order to determine and change the politics of whole country, you need 20-30 years. 20-30 years in historical perspective is nothing. So, according to Russian Constitution of 1993 president is leading and determining the way of policy, and he must stay in power for 20-30 years in order to achieve this.
